: Your best bet is to fly in and out of either La Paz or Los Cabos as per Fred's suggestion. I personally much prefer La Paz as a base of operations. My favorite hotel would be the Hotel Med. If you fly into Los Cabos, the bus to La Paz is super easy; but to get to the whales you might want a car.
: To see the whales head up to Lopez Mateos or Puerto San Carlos(be careful of the cops driving through Cuidad Constitucion). There are a number of good outfits there and the road is very easy. The ABC bus goes to San Carlos and is very comfortable. Guerero Negro and Laguna San Ignacio are both pretty long drives.
: For diving Cabo Pulmo is the place to go. Its south of La Paz on the Sea of Cortez, there is lodging there and its is stunning. There is also good diving very close to La Paz, the folks at the La Perla hotel can set it up for you or there are a few shops on the Malecon.
