I've had success "petting" a whale on the San Ignacio Lagoon on whale-watching tours run by Kuyima (http://www.kuyima.com/whales/).

I've stayed with Kuyima twice, and in a total of 3 whale-watching boat tours, I only once had a friendly whale approach, nudge our little boat, and let us touch it. A fantastic experience. Otherwise, the whales do often come close, and show you their calves.

Visit in February (or near then), and stay long enough for several whale-watching boat tours -- to maximize your chances of touching one.
